The substrate handles identity, mandate, agreement, audit, and federation as primitives, so operators building domain coordination environments do not have to solve the same governance and accountability problems from scratch.

Expressions make the substrate context-aware. A business operating system, a government coordination layer, and a community commons run on the same infrastructure, each with vocabulary, governance, and data structures appropriate to its domain.

The substrate is not a hosted service. It is operated infrastructure, configurable, auditable, and ownable. Operators decide what participants can do, what expressions are admitted, and how data is governed.
