    The substrate is made available under a family of licences that reflect how coordination actually works, across operators, organisations, jurisdictions, and deployment modes.

    Five licence kinds

    Operator, sovereign, joint-venture, expressions, and federation licences each address a distinct relationship between Sovern Digital, the operator, and the participants they serve. No single licence fits every coordination context.

    Qualitative, not transactional

    Licence terms govern capability, accountability, and sovereignty, not billable seats or feature flags. The right questions concern scope of mandate and audit accountability, not tier thresholds.

    Compatible by design

    The licence family is designed for interoperability. Operators running different licence kinds can still federate, and expressions authored under one licence can be admitted across compatible deployments.
