    Authority scoped, delegated, and auditable

    The operator licence defines the capabilities a substrate operator holds, how those capabilities are delegated to administrators, and the audit obligations that make operator authority legible to participants.

    Scoped capability

    Operators do not receive blanket administrative access. Capabilities are declared in the operator manifest and reviewed as part of the licensing ceremony, so the boundary of operator authority is written down before any action is taken.

    Delegation with accountability

    Sub-delegation to administrators follows the same scoping pattern. Every capability chain is traceable back to the original licence grant, and every action taken under delegated authority is attested on the audit ledger.

    Participant visibility

    Participants can inspect the operator's published mandate summary, what the operator is authorised to do, when that authority was granted, and under which framework, without accessing the operator's internal configuration.
